Job overview and responsibilities

The primary responsibility of this position is to is to provide counsel and support to the company in all area of labor relations (with primary responsibility for Inflight and Flight Operations) including but not limited to: dispute resolution, negotiation/collective bargaining, implementation of collective agreements, grievance resolution and case management, conduct of hearings, and support of arbitration proceedings. Advises and counsels HR and senior leadership on labor relations strategy. Ensures that collective bargaining agreements (CBAs) and disciplinary procedures are consistently enforced across division through various dispute resolution means. In addition, the position is responsible for ensuring HR policies are in compliance with collective bargaining agreements. Responsibilities include effective working relationships with employees and union officials. Position also involves direct negotiation as company spokesperson and other duties as assigned by the Managing Director.

Liaison - the position works directly with leadership levels of Inflight, Flight Operations, Technology, Inflight Bases and Chief Pilot Offices, Crew Scheduling, Human Resources, Labor Relations, Manpower Planning, Crew Planning, Crew Pay, Payroll, Flight Standards, Alliances, AFA and ALPA to answer questions, provide input, review policy and direct numerous projects and topics touching flight attendant and pilot employment and issues.

  • This position works directly with multiple levels and committees within AFA and ALPA, providing leadership for many issues related to the unions.

  • The position also provides leadership in working with AFA and ALPA Grievance, Hotel, Jumpseat, Membership, Negotiating, Scope, Merger, and Alliance committees, as well as serving as a general point of contact for all ad-hoc issues that may arise from AFA or ALPA. Develops and maintains ongoing positive relationships with all levels of union officials.

Contract Implementation and Negotiation - the position works directly with Officers and Director-level Labor Relations, operationing division and subject matter experts in contract negotiations with AFA and ALPA to develop and evaluate proposals and provisions of CBAs, as well as to develop letters of agreement and memoranda of understanding as necessary for the operation of the airline between contract revisions.

  • The position will take a key role in the implementation of the joint collective agreements, with primary responsibility in working with the Joint Implementation Teams (JITs).

  • Requires an understanding of the issues that might cause operational concerns in the future or in the context of confidential business plans of the airline.

  • Also requires a working knowledge of contract provisions at other air carriers in order to craft proposals and ensure that United remains in a competitive position with respect to inflight and flight operations work groups among our industry competitors

Training and Development - the position develops and delivers training to appropriate management groups in the principles of fair and thorough investigations, due process, progressive discipline and contract dispute resolution.

  • Training also covers the principles, processes and practices of arbitration and mediation, including the preparation and presentation of cases during the investigation, grievance and arbitration stages.

  • Works with management to improve their effectiveness and consistency in handling labor relations and related HR matters.

  • Provides resources to enhance administrative processes and consistency in the handling of grievances and disciplinary matters.

  • Educates and shares findings, decisions and lessons from grievance and arbitration hearings.

Strategic Partnering - the position analyzes business unit needs to maximize efficiency under existing CBAs, including strategizing desired changes to agreements.

  • Provides long-term and broad views regarding labor implications of business decisions.

  • Plans, creates and implements strategies to attain business goals with respect to labor relations and human resource initiatives.

  • Develops and executes strategies and proposals for contract negotiations.

  • Develops and delivers presentations to executives and others, as required, on labor strategies, programs, practices and issues.

  • Formulates policy recommendations involving the application and interpretation of such laws and regulations, including potential conflicts with the terms of collective bargaining agreements.


  • Bachelors Degree with a minimum of 10 years’ experience dealing with national labor unions for a major air carrier.

  • Relationship-Building; Negotiation/Consensus Building ;Strategy Development; Labor Relations; HR Policy Development and Implementation; Consulting; Microsoft Office Proficiency; Litigation/Arbitration Proficiency; Effective writing skills; Analytical Thinking; Communication;

  • HR experience, with labor relations experience in a union/management environment; negotiating interpreting and administering CBA(s).

  • Comprehensive understanding of unions and labor environments, in addition to employment and legal principles, practices and plans.

  • Comprehensive knowledge of HR policies.

  • Understanding of federal and state laws and regulations relating to HR.

  • Knowledge/understanding of HR Policies

  • Organizational interdependencies, interfaces and processes

  • Must be legally authorized to work in the United States for any employer without sponsorship

  • Successful completion of interview required to meet job qualification

  • Reliable, punctual attendance is an essential function of the position
