Overview

Directs, manages and represents the company in governmental affairs matters at the state and local level. Primary responsibility for Chicago city and Illinois state government affairs, as well as other states/localities in Midwest region. Help lead civic engagement strategy in region.

This management position assumes a leadership role in assigned hub markets with key external audiences (political, community/civic, business) to advance United’s corporate/business and legislative interests by promoting and maintaining vigorous participation in aviation policy and by building constructive and effective relationships with government, community and business leaders.

Responsibilities

  • Coordinating with and assisting the VP of State and Local Government Affairs.

  • Monitoring hearings; monitoring the introduction and legislative process of pertinent bills.

  • Helping to draft legislative or report language when necessary; negotiating legislative language with stakeholders; assisting in the development and implementation of legislative strategies and campaigns to advance United’s business and corporate interests.

  • Developing and maintaining effective relationships with lawmakers, key staff, airport leadership, and other stakeholders; assisting in decision-making related to the PAC and in attending political events.

  • Effective leadership, issue and project management including coordinating with other key internal departments (Communications, Legal, Corporate Real Estate, etc) to help achieve company’s business goals

  • Developing and implementing executive leadership visits with key stakeholders.

  • Driving and supporting success on major legislation and policy initiatives that support UA’s business agenda, including: taxes; airport development, environmental, labor, security, passenger and consumer issues.

  • Building relationships with all aviation stakeholders to create opportunities for United to build coalitions for certain key aviation issues that require broad support.

  • Engaging with and providing guidance to a team of well-respected, highly accomplished outside key consultants/lobbyists.

  • Development and promotion of internal and external strategies, policies and resources in hub markets that advance a positive image of UA as a responsible corporate citizen.

  • Helping to manage relationships with key business and civic organizations in the market. Also provide support and engagement with key community (e.g. non-profit) partners.

  • Actively participate in employee engagement and customer events.

Required

  • Bachelor's degree

  • Minimum 7 years in legislative, regulatory and political processes at the state and local level of government

  • Superior writing and presentation skills

  • Ability to clearly articulate goals and objectives and demonstrated ability to influence/collaborate

  • Maturity and ability to drive change in a highly complex environment.

  • Demonstrated leadership capability

Preferred

  • Masters of Business Administration, JD, or Masters of Public Administration

  • Aviation / Airline Industry experience
