Job overview and responsibilities
This Senior Manager of Technical Operations Government Programs and MRO Sales oversees all of United's MRO sales with a focus on managing existing and future Government MRO Programs. This role supports a team of program managers and analysts to lead sales and contract administration of engine Maintenance Repair and Overhaul (MRO) activity. This role has extensive cross-functional visibility across current and potential customers (including Pratt & Whitney), finance, and is responsible to develop, oversee and present projects to internal and customer executives. This position will require the successful candidate to provide leadership, management oversight and guidance regarding terms and conditions interpretation and risk assessment on multiple programs within their portfolio. This position will act as the agent of the company and will lead and/or assist the program team in business meetings, reviewing RFIs and RFPs, advising capture teams as needed, preparing and submitting proposals, negotiations, forecast planning, contractual agreements, contractual financial set-up, formal correspondence, customer and internal audits, customer relations, business development, attending trade shows and other industry events and day to day management/administration. Ensures company compliance with all applicable safety, FAR’s, legal and Government regulations as required. This position requires onsite presence at United’s SFO-based Engine shop and up to 15% travel.
Identify new opportunities and negotiate contracts with strategic partners for US government programs
Identify new opportunities where United’s capabilities match the requirements of foreign government programs
Develop capabilities within existing programs to leverage facility efficiencies and significantly increase United’s returns from said programs
Identify new opportunities and negotiate contracts with MROs, OEs, airlines, lessors, and similar businesses
Identify opportunities to expand increasing capabilities into the market
Follows up on sales leads and formal requests for proposals
Timely and accurate responses to RFPs
Extensive experience with proposal preparation, negotiation, management of complex contracting arrangements
Negotiates proposals, contract modifications, and agreements as required within the limits of authority delegated by the upper management
Responsible for maintaining and expanding current customer relationships
Manage and lead internal relationships with production groups, engineering, and support groups where necessary to improve United Services ability to sell its product in the marketplace and ensure customer satisfaction
Monitors product lines revenue goals, financials and profitability
Actively manage MRO opportunities, leads, customers, contact and contract information
Participates in contract disputes, claim resolutions and outside audits. May be assigned to take the lead in some cases
Develops and implements Continuous Improvement opportunities within the product line
Ensure vendors are actively managed, meeting service level agreements and contract terms and conditions
Maintains all reports and scorecards for all products
Manages Government Customer Service Team
Monitor compliance with all government regulations and ethics standards across all departments
Work with managers of all levels across the organization in support of Tech Ops initiatives
Create and manage after-deal verification, monitoring quoted to actual financial and delivery performance
Develops strategies to grow product lines and optimize synergies
Plays a critical role in developing the overall global strategy and corporate governance as it ties into MRO growth
Propose industry leading and creative solutions to optimize partnerships with potential partners such as OEMs
Thinks strategically about long term and potential problems while achieving Sales plans
Oversee development of pricing and parts models, allowing for more accurate proposals to customers
Develop contract templates that provides contractual coverage from unnecessary risk and allows for faster turnaround time to customer
Required
Bachelor's degree
5-10 years’ experience of Program Management for Airline and/or Government Aerospace Defense programs (required)
Aerospace Defense industry experience and/or experience in companies that bring technology products to market in a highly regulated industry (required)
Extensive experience with contracts “common body-of-knowledge” (i.e., FAR, DFARS, ITAR, EAR, TINA, etc.) (required)
Strong Communications, writing, negotiating skills
Must be legally authorized to work in the United States for any employer without sponsorship
Successful completion of interview required to meet job qualification
Reliable, punctual attendance is an essential function of the position
Preferred
MBA/MS in Engineering or Project Management
2-4 years' government aerospace contract management or sales experience
Engine OEM or MRO experience
